Difficult for aid organizations to plan for operations in Ukraine
The planning of humanitarian operations in Ukraine is considerably hampered as such planning is based on reliable calculations of injuries and deaths that exist for traditional wars but is lacking for a hybrid war, as international humanitarian organizations are not welcome. In an editorial in the journal Prehospital and Disaster Medicine, the authors, including associate professor Amir Khorram-Manesh, discuss the situation in Ukraine. According to the authors, a hybrid war, unlike a traditional war, consists of several components that affect both the military and civilians and millions of people around with mass migration, infections, famine, and other diseases.
