Online course: What are the implications of being a public employee?

TRAINING. The universities in Gothenburg, Lund and Uppsala have jointly produced a short online course on what it means to be a public employee. Vårt uppdrag introduces staff members to the Swedish government sector’s basic values, the principle of people’s free access to public records, regulations concerning conflict of interest and side jobs/parallel assignments and more.

All staff at the three state-funded universities need to understand the implications of working for a public employer. A central aim of the course is to ensure that all operations within the respective university organisations comply with all applicable laws.

The intention with the course is to increase staff knowledge. It targets primarily new staff members but may benefit other employees as well. Vårt uppdrag is a 45-minute web-based course that can be completed individually or in the form of a group discussion. It is available in Swedish and English.

The course gives the participants insight into what it means to be a public employee within the framework of a Swedish public university. It informs them about how laws and ordinances affect their daily work and how higher education is funded.

The content of the course concerns the role of a public employee at a general level and is divided into three sections, each of which can be completed separately:

Introduction – this part consists of an animated film describing the role of the university in society and answers the question of why it is important to understand the implications of being a public employee.

What we do – this part mainly consists of information and covers different forms of funding and the six pillars of the Swedish government sector’s basic values. The participants learn about specific regulations pertaining to academic institutions, rules concerning for example examination, recruitment, decision-making and organisation.

Individuals – the third and final part of the course gives the participants an opportunity to reflect over the relevance and implications of the rules in their daily work. This part includes problem assignments and interaction.
